No.7(218)-HR/2023: Pursuant to the meeting held on Friday, 2nd June, 2023 with regard to attracting investment from GCC countries in the fields of Defence, Agriculture, Minerals, IT and Energy, the Prime Minister has been pleased to constitute ‘Special Investment Facilitation Council’ (SIFC). The SIFC shall have three tires with the following composition:
- Apex Committee-SIFC
- Prime Minister of Pakistan,
- Federal Ministers (Planning, Development & Special Initiatives (PD&SI), Finance, IT & Telecom, National Food Security & Research (NFS&R), Power, Water Resources, Industries and Production, Defence, Defence Production and Investment)
- Chief of the Army Staff - By Special Invitation
- All Provincial Chief Ministers
- National Coordinator (Pakistan Army)
- A Special Assistant to the Prime Minister shall act as Secretary to the Apex Committee
- Executive Committee-SIFC
- Minister for PD&SI
- National Coordinator (Pakistan Army)
- Federal Ministers (Defence, NFS&R, IT & Telecom and Power) Ministers of State (Petroleum) and Minister of State( Finance)
- Provincial Ministers (Agriculture, Mines and Minerals, IT, Energy, Board of Revenue, Irrigation, Finance, Planning and Development and Investment)
- Special Assistant to the Prime Minister, SIFC Secretariat
- All Provincial Chief Secretaries

2. Terms of Reference.
- The SIFC shall focus on investment and privatization, initially in five areas including Defense, Agriculture, Minerals, Information Technology and Telecommunication and Energy (hereinafter referred to as the 'Relevant Fields'). The SIFC shall:
a. Act as 'Single Window' for multi-domain cooperation in 'Relevant Fields' with GCC countries in particular and other countries in general for facilitation of investment and developing an enabling policy environment;
b. Prepare long-term road-map for growth, development and investment in the 'Relevant Fields', while capitalizing on low hanging fruit;
c. Enhance awareness of Pakistan's latent potential in the 'Relevant Fields';
d. Explore new opportunities to expand cooperation in the 'Relevant Fields';
e. Improving ease of doing business by:
i. Overcoming systemic/ bureaucratic hurdles
ii. Optimizing horizontal-vertical synergy - coordination between federation and provinces
iii. Facilitating timely decision making and avoid duplication of effort
iv. Fast-tracking investment & projects implementation
f. Coordinate Pakistan Army's assistance for the purposes set out at i (a to e) above as being done in other countries e.g. China, Indonesia etc.
3. The Apex Committee, Executive Committee and Implementation Committee shall hold meetings Quarterly, Monthly and Fortnightly, respectively in order to monitor progress of each Sectoral Division.
4. The SIFC shall be housed in an independent building. The Office/Secretariat of the SIFC shall be notified separately.
5. The Apex Committee may co-opt any member at any of the tiers of the SIFC.
