- Sahibzada Jahangir Spokesperson of Prime Minister on Trade & Investment in the UK and Europe
Sahibzada Amir Jahangir is a leading figure in Pakistan’s business, political and philanthropic community. He has been instrumental over many years in promoting Pakistan as destination to invest and do business and has been a leading advocate for structural reforms to the Pakistani economy
Jahangir previously headed the International Secretariat on Foreign Trade, Investment and Development and was Vice-Chairman of the Pakistan-Britain Trade & Investment Forum. He works across the British and European business community and the Pakistani diaspora to highlight the investment opportunities in key sectors of Pakistan’s economy.
Jahangir began his career in the Jaffer Group of Companies in Pakistan before taking leading roles in international companies involved in construction, commodities and franchising especially in Russia, USA, Iran, Middle East & Pakistan. He has been involved in the development of major turnkey infrastructure developments and has been a senior adviser to leading investment firms in Europe and Saudi Arabia. He is currently an adviser to MCR Property Group, a leading real estate and investment firm operating in the UK and Europe.
In the charitable field, he is a Senior Executive Board Member at Rafay Mussarat Foundation, which is working to establish two free paediatric maternity hospitals in Pakistan, and Chief International Coordinator for Shaukat Khanum Cancer Hospital.
Mr. Jahangir has led a number of British and European parliamentary delegations to aid displaced Rohingya Muslims in Bangladesh. He has supported a number of Pakistani charities in working to eradicate poverty and increase provision of health and education services.
- Mrs. Fareena Mazhar Secretary
Mrs. Fareena Mazhar an officer of Inland Revenue Service (IRS) joined the Board of Investment as Secretary on 20th July, 2020. Prior to this she worked for 3 years in the same organization as Additional Secretary.
She has an experience of more than thirty years, working as a Government Officer in various leading organizations including Federal Board of Revenue (FBR), Ministry of Commerce, Pakistan Electronic Media Regulatory Authority (PEMRA) and Prime Minister’s Secretariat.
She earned her Master’s degree in Business Administration and has also attended a number of senior level trainings and courses within Pakistan and abroad. Although she has worked on different projects aimed at improving the trade, investment and business climate of the country, she is specially known for instrumental role which she played in making possible over 100 reforms in different organizations which lead to the improvement of Pakistan’s ranking in the “Ease of Doing Business” report of the World Bank by 39 positions in the last two years. The World Bank Group in its report of March 2020 also ranked her as one of the top five “Women Reformers” who have made it easier to do business around the world.
- Mukarram Jah Ansari Additional Secretary/Executive Director General
Mr. Ansari heads the Business Environment Reforms Wing of BOI, which is responsible for the Ease of Doing Business Reforms as well as the Pakistan Regulatory Modernization Initiative. He is a career Civil Servant who joined Pakistan Customs in 1991 and has served at a wide variety of positions across the country. Before joining the Board of Investment, he was working as Director General Customs in the Federal Board of Revenue.
He possesses diversified international exposure of regulatory & enforcement systems of the United States, UK, France, Norway, Japan, Jamaica, South Korea, Malaysia and Thailand, especially in the areas of self-assessment, risk management, trade facilitation, automation and compliance management.
He has remained involved in a number of reform, modernization and automation projects during his service. He has also received recognition and awards for his original contribution to reform initiatives.
He holds Masters degrees in Computer Sciences & Business Administration.
- Mr. Khashih-ur-Rehman Additional Secretary/Executive Director General
Muhammad Khashi ur Rehman holds the degree of Master of laws and is working in the field of Law for more than twenty six years. He remained a lawyer, Police Prosecutor, Judge, Legislative Drafter and law Secretary. He joined Ministry of Law and Justice in 2001 as Assistant Draftsman and rose to the level of Draftsman/Additional Secretary in 2017. He was working as Draftsman/Additional Secretary prior to the entrustment of the charge of the office of Secretary Law and Justice. He worked in that office till September, 2020. Currently he is working as Executive Director General / Additional Secretary in Board of Investment (BoI), Prime Minister’s Office, Islamabad. During his professional career he remained responsible for all legislative initiatives of the Federal Government and remained associated with drafting of intricate legislation on various issues inter alia counter terrorism law, Special Economic Zones Law, human rights related legislation and implementation legislation for treaties. He was associated in drafting of various constitutional amendments.
Mr. Rehman graduated from Government College Lahore in Political Science and Economics and later completed his LLB studies from Punjab University. Subsequently he got education in training from reputed international and domestic universities and institutes in various facets of law. He is teaching law at various law schools and professional academies since 2001.
- Mr. Rifat Parvez Executive Director General
Mr. Rifat Parvez is Policy, Planning and Legal Wing lead at the Board of Investment, Pakistan, where he manages the Investment Policy, Investment Strategy, Bilateral and multilateral investment treaties with the partner countries. He also led and formulated a new Strategy for Investment Promotion and another for Bilateral Investment Treaties. Previously, he worked as Provincial Head at the IFC, Peshawar. He has also worked at the Industries and Commerce Department of Government of Khyber Pakhtunkhwa, supervising and regulating the investment and trade activities of the province.
He negotiated Investment Chapters of a number of FTAs.
Mr. Rifat holds MS in Mechanical Engineering, with specialization in Mechanical Design.
- Mr. Jamil Ahmad Qureshi Director General (Investment Promotion)
Before joining the Board of Investment, he was working with the Ministry of Science & Technology, Government of Pakistan.
Prior to joining the Government Service in Pakistan in 2017, Mr Jamil Qureshi has worked in the United Kingdom, Canada, Singapore and Japan in Telecommunication companies like Blackberry, NEC and Panasonic.
Mr. Jamil Qureshi holds postgraduate qualifications from Tohoku University, Sendai, Japan.

He was promoted as Assistant Chief in 2003 and posted again in EAD
He joined Board of Investment in 2009 as Director after qualifying through Federal Public Service Commission
He was promoted as Director General, BOI in 2019
- Sajjad Hussain Director General
Mr. Sajjad Hussain is heading Administration Wing of the Board of Investment, and responsible for Human Resource, General, Accounts, and Protocol Sections. In his 34 year long career as a Government Officer, he served Board of Investment (BOI) since 2005 prior to his appointment in Agriculture Price Commission in 1987. He has handled diverse assignments and remained involved in a number of reform, modernization and automation projects and is expert in Foreign Investment & Facilitation, Public Procurement Rules, Management Review of Public Sector Organizations, and Monitoring & Evaluation of Development Projects. During his career, he has attended local and foreign training programs and represented Pakistan at several high level forums in China, Japan, Malaysia, Korea, Thailand, Brazil, Belarus, Italy and Bahrain. Mr. Hussain holds Masters Degrees in Economics.
