    Haroon Sharif MOS / Chairman, Board of Investment

    Mr. Haroon Sharif is currently serving as Chairman of Pakistan’s Board of Investment with the status of Minister of State. His top priorities are to promote local and foreign investment in the real sectors to increase productivity, create employment and to increase exports. He is leading on improving Pakistan’s ranking in the Ease of Doing Business, setting up Specialized Economic Zones and diversifying the investor base in IT, food processing, value added textiles, hospitality and tourism sectors. 

    He is a well-known global expert of economic policy, international development, economic diplomacy and financial markets who has negotiated transformational investment transaction in several countries. He worked as Senior Regional Advisor to the World Bank Group for promoting Economic Cooperation in South and Central Asia where he played a leadership economic diplomacy role to promote regional connectivity for trade, investment, energy, cultural heritage and knowledge exchanges. 

    He is also a Senior Fellow of British Council and Distinguished Visiting Fellow at the National Defence University in Pakistan. Having worked in different locations including the USA, Europe, Asia and the Pacific, Mr. Haroon Sharif brings a unique expertise of supporting business transactions between countries and regions. As a strategic thought leader, Mr. Haroon has been influential in leading economic policy dialogue with heads of states, Ministers, senior government officials, diplomats, multi-lateral organisations, academics and top-level business leaders. 

    Mr. Sharif also worked for the UK’s Department for International Development (DFID) for ten years as the Senior Regional Advisor and Head of Economic Growth Group.  He also remained the Executive Director of Securities and Exchange Commission of Pakistan and CEO of financial institutions. Mr. Sharif also remained on the Boards of several global institutions like the World Bank Group, the UK Government, G-20 etc. 

    Mr. Haroon Sharif holds postgraduate qualifications in international business and development economics from the London School of Economic and Political Science and the University of Hawaii, USA. He has given key-note lectures in top universities and global forums, published research and articles, and won several prestigious fellowships and awards.

    Mr. M. Saleem Ahmad Ranjha  is Additional Secretary / Executive Director General-I, Board of Investment. He joined Central Superior Services in 1984 and has served in Pakistan Inland Revenue Service, Pakistan Customs www.fbr.gov.pk, Ministry of Commerce www.commerce.gov.pk, Trade Development Authority of Pakistan www.tdap.gov.pk, National Vocational and Technical Training Commission NAVTTC www.navttc.gov.pk, Civil Services Academy www.csa.edu.pk Managing Director  Pakistan Software Export Board www.pseb.org.pk and the Prime Minister’s Secretariat since 2006 initially in NAVTTC, Joint Secretary Implementation and more recently as Additional Secretary,  Board of Investment www.boi.gov.pk helping Pakistan improve her Ease of Doing Business (EODB) Ranking from 147th in the world and setting up Special Economic Zones (SEZs) along the China Pakistan Economic Corridor (CPEC). 


    He also served as Secretary (CEO) of Benazir Income Support Programme www.bisp.gov.pk one of the largest Social safety net of the world which provides cash stipends  more than 125 billion rupees (US $ 1.2 billion) to 5.5 million women and also conditional cash transfers for education of around two million children across the country. 


    He also worked as Director General of Intellectual Property Rights Enforcement (IPRE) in Federal Board of Revenue FBR www.customsipr.gov.pk Under his leadership IPRE had conducted all time highest number of interdiction to IPR infringements. The organization has set up theme based offices, helping erect Patent Walls, establish Innovation and IPR Centres in Universities and resultantly helped in improving Pakistan Global IPR ranking from 109 to 97 as per Global Competitiveness Index 2017-18 by World Economic Forum.


    He has been part of Pakistan trade, investment and economic negotiation teams with more than thirty countries during 2003-2006. He is widely travelled and has been nominated as Fellow of Japanese Ministry of Foreign Affairs (MOFA) and Ministry of Economy Trade and Industry (METI) in 2005 and 2008 respectively, and IVLP (Agriculture) for United States State Department in 2011. He was nominated as one of the 100 Business Leaders and Change Makers of Pakistan by Manager Today at CEO Summit Asia 2013 and 2014.


    He did his Bachelors in History and Politics from University of Sargodha and Masters in Public Administration from Punjab University. He has taught in more than twenty five universities and training institutions and has attended more than fifty international conferences and workshops. He has been invited to speak on Microfinance, E-Learning, Agriculture, Alternative Energies, Rural Development, Trade and Investment Facilitation, ICT4D and Pakistan Economy etc. in conferences and Universities in Africa, United States, UK, India, Thailand, Japan, Vietnam, Turkey, Korea and Gulf.

    Mr Jamil Qureshi is currently working as Director General, Foreign Investment & Marketing. 

    Before joining the Board of Investment, he was working with the Ministry of Science & Technology, Government of Pakistan.

    Prior to joining the Government Service in Pakistan in 2017, Mr Jamil Qureshi has worked in the United Kingdom, Canada, Singapore and Japan in Telecommunication companies like Blackberry, NEC and Panasonic. 

    Mr. Jamil Qureshi holds postgraduate qualifications from Tohoku University, Sendai, Japan.
