    Job Description:

    -    Supervise formulation of reform strategies, their monitoring and implementation plans of all indicators by Business Climate Experts.
    -    Supervise overall communication drive.
    -    Meetings with relevant departments all over Pakistan and explore opportunities to expand EoDB reforms throughout the country.
    -    Monthly report to BoI management regarding performance of experts (2 business climate, 1 communication).
    -    He/she will assist the concerned Director General to discharge his/her assigned responsibilities.
     

    Qualification:

    MBA (Marketing or Finance) / MPA / Master in Economics / Management Sciences or equivalent qualification with 16 years education from a reputed institutions recognized by HEC.

    Age Limit:  50 Years

    Experience:

    -    At least eight years’ experience in the relevant field
    -    Having adequate knowledge of public sector working 
    -    Relevant professional/academic experience and knowledge of the substantive area covered by at least one of the listed indicators is preferred. 
    -    Demonstrated research and analytical skills and experience pertaining to private sector development issues. 
    -    Understanding of regulatory issues in comparative institutional and regulatory analysis. 
    -    Excellent command of Microsoft Excel, Word and PowerPoint. 
    -    Well-developed interpersonal and team working skills. 
    -    High level of energy, initiative, persistence, positive attitude and drive for results with agreed objectives and deadlines. 
    -    Proven ability to self-start work without close supervision, handle several tasks simultaneously, and deal with rapidly shifting priorities under pressure. 
    -    Ability to operate in multicultural environments and build effective working relations, with local and international partners in the private sector 
    -    Excellent oral and written communication and presentation skills in English are essential.

     

  • Business Climate Expert-I (MP-III)

    Job Description:

    -    Provide support to BOI on business Indicators of Ease of Doing Business.
    -    In depth review of Doing Business methodology (case studies) in each indicator.
    -    Review of global best practices for procedures, time, cost, laws & regulations in Doing Business indicators.
    -    Conduct Gap analysis (comparison of Global best practices and Pakistan specific information)
    -    Share report on each indicator on quarterly basis.
    -    Give recommendations (to be devised in consultation with relevant (federal and provincial) stakeholders for reforms in stated indicators. With special focus on Doing Business Methodology.
    -    The reforms shall suggest means to reduce Number of procedures, cost and time in these indicators. Potential amendments in the laws for simplifications/streamlining the processes, time and cost will also be a part of recommendations i.e., detailed studies with empirical evidence.
    -    Besides suggested reforms, experts will also share monitoring and implementation plan to be proposed in consultation with relevant stakeholders.
    -    Identify scope of expanding Doing Business reforms of selected indicators in KP, Baluchistan and other regions of Pakistan.
    -    He/she will assist the concerned Director to discharge his/her assigned responsibilities.
     

    Qualification:

    Job Description:

    -    Selecting features, building and optimizing classifiers using machine learning techniques.
    -    Data mining using state of art methods. Extending statistical data with third party sources of information. Enhancing data collection procedures to include information and integration with the software applications of other Government Departments.
    -    Processing, cleansing and verifying integrity of data used for analysis. Doing ad-hoc analysis and presenting results in a clear manner. 
    -    Ensuring the maintenance of current projects and technology systems.
    -    Identifying vulnerabilities, the need for upgrades, and opportunities for improvement.
    -    Proposing strategic solutions and recommending new systems and software.
    -    Execute software solutions to address business requirements
    -    Collaborate with peer organizations, quality assurance and end users to produce cutting-edge software solutions
    -    Troubleshoot code level problems quickly and efficiently
    -    Any other work as assigned by the Higher Management.

    Qualification:

    Masters in Software Engineering / IT/ Computer Sciences/ Computer Engineering Data Science or equivalent qualification with 16 years education from a reputed institutions recognized by HEC.

    (MS i.e. 18 years education in the above field or courses / certifications will be given advantage)

    Age Limit:  45 Years Maximum

    Experience:

    -    At least five (05) years’ experience in the relevant field
    -    Experience in web and mobile application development. Experience in Python, React, React Native, Flask, Drupal and Laravel etc. 
    -    Experience in Artificial Intelligence, Statistical Analysis, Data Mining and Building high quality prediction system integrations
    -    Hands on experience in frontend and backend technologies which include ASP.net, Java, JEE, Go, Rust, Python, PHP, Node.js, Angular, React, MongoDB, MySQL, JavaScript, AI and Machine learning techniques and algorithms such as K-NN, Naïve Bayes, SVM, Decision Forests etc.
    -    Experience with common Data Science toolkits such as R, Weka, NumPy, tensorflow, Matlab etc. Experience with data visualization tools such as D3.js, GGplot etc.
    -    Broad and extensive knowledge of the software development process and its technologies. Knowledge of architectural styles and design patterns
    -    Understanding of various coding methods and computer languages
    -    Data modeling and database design experience. Experience with service oriented architecture (SOA), server-less architectures
    -    Experience with NoSQL databases, Such as MongoDB, Cassandra, HBase.
    -    Experience leading software teams using Agile methodologies.
    -    Excellent written, communication and presentation skills in English are essential. 

  • Business Climate Communication Expert (MP-III)

    Job Description:

    -    Develop a comprehensive 2-year communication strategy for EoDB that is based on sound research and analysis. Expected in this would be: a situational analysis; stakeholder analysis and mapping; clear work plans; activities; communication channels, timelines.
    -    Develop appropriate information materials such as flyers, brochures (e.g. FAQs), factsheets, posters, infographics, documentaries, banners and project logo. The consultant will be expected to provide appropriate specifications to aid procurement of these products.
    -    Establish and manage EoDB information sharing system including social media channels.
    -    Sensitize the BOI staff, implementing agencies and stakeholders on the communication strategy, its key outputs and their roles and responsibilities regarding communication, to enhance effectiveness of communication of project’s activities.

    -    Establish an effective system for feedback gathering and responding to enquiries.
    -    Play a leading role in external relations, building relations with media personnel, liaison and public relations.
    -    Assist with the implementation of communication plans including event planning and management including writing content.
    -    Assist with evaluation of the impact of communication programme.
    -    Monitor and collate media content that (including social media) mention the project and share monitoring and evaluation of communication activities.
    -    Report to the BOI on the matters related to Communication.
    -    He/she will assist the concerned Director to discharge his/her assigned responsibilities.
     

    Qualification:

    Master’s Degree in Communications, in particular development communications, Public Relations, Journalism or equivalent qualification with 16 years education from a reputed  institutions recognized by HEC.

    Age Limit:  45 Years Maximum

    Experience:

    -    A minimum of five years hands-on experience in Development Communications, Corporate Communications, Public Relations, Business Communications or Journalism;.
    -    Demonstrated excellent interpersonal and communication skills suitable for collaborating with multiple stakeholders.
    -    Strong networking capabilities.
    -    Demonstrated knowledge and experience with traditional, digital and emerging communications platforms. Social media experience is essential.
    -    Demonstrated capacity in all aspects of communications - from strategy to design, production and management.
    -    Excellent knowledge of media landscape in Pakistan.
